Explanation
A NACS adapter is a physical device that converts a Tesla NACS (North American Charging Standard) connector to fit a CCS1 port, or vice versa. In North America, where Tesla's Supercharger network uses NACS connectors, drivers of CCS-equipped cars need an adapter to charge at Superchargers. Tesla and third-party companies provide these adapters.
In Europe, this adapter is generally not needed because all Tesla Superchargers use CCS2 connectors, the same standard every European EV uses. NACS adapters are primarily a North American concern.
If you drive in North America with a non-Tesla EV, an adapter from Tesla or an authorized provider gives you access to the extensive Supercharger network. The adapter handles both the physical connection and the communication protocols. Some adapters are free from your car manufacturer as part of their partnership with Tesla.

Common confusion
European Tesla drivers do not need a NACS adapter. European Teslas and European Superchargers both use CCS2. NACS adapters are a North American topic only.
Example
Ford provides a free NACS adapter to its North American Mustang Mach-E and F-150 Lightning customers, enabling access to over 15,000 Tesla Supercharger locations.
